Sir,

Referring to my letter WHH of the 16th May, 1887, I have the honour to report that His Excellency the Administrator — having considered the case in Executive Council — has decided that the prisoners shall be surrendered to the Chinese Government.

I understand that the ground upon which this decision was arrived at, was that if the magistrate had found:
